Only during the registration.

Go to
Administration panel/Users & Groups/Users/profiles/fields
click on the modify button for your warning bars
In the field edit box that pops up, find "Necessarily filled" and check No.
Necessarily filled means the a new member must fill that out when he registers.

Ok thanks dusty Also i made these rank images by myself too Ive started playing around in gimp.I would do the banner but i cant get a metallic effect.

Metal's hard to do. I'll use a texture when metal is needed.
